Answer: a high surf advisory is typically given when the surf is over 6ft. at most locations. it is used to warn all people who use the oceans: surfers, sailors, beachgoers, etc. there is no such thing as a low surf advisory, because people obviously don't need to be warned about small waves. it's what most people tend to expect at beaches, unless they have reason to believe otherwise.
